Brief Intruction of Hunchun Border Economic Cooperation Zone

Hunchun Border Economic Cooperation Zone(HBECZ) is a state level development zone, which approved by the State Council in 1992,the total area is 74 skm. In 2000 and 2001,Hunchun Export Processing Zone and Hunchun Sino-Russian Mutual Trade Zone were approved by the State Council, HBECZ is the only one zone which concentrate state level development zone, export processing zone and mutual trade zone.

HBECZ locates at the south of Hunchun city, is named by "golden triangle" of northeast Asia. It connects with Russia and DPRK, and is a bridge connected China with northeast Asia, and a new road of  northeast China to the Japan Sea. It has convenient transportation and perfect infrastructure. There has three first class ports of state level, Sino-Russia Changlingzi road port, Sino-Russia railway port and Sino-DPRK Quanhe road port, and one second class port of state level, Sino-DPRK Shatuozi road port. Foreigners can enjoy the "local visa". Hunchun has convenient traffic, and connects with all the places of China by highway ,railway and plane.

HBECZ enjoys the policies of border economic cooperation zone, export processing zone,mutual trade zone, west-development, reviving northeast old industry base and frontier minority.

Circumstance of opening and building

Since established the HBECZ , the infrastructure and facilities in the starting area such as water supply, electricity supply, communication, heat supply, drainage and ground level off etc. have been finished, and built the infrastructure such as the standard industry workshop, the customs supervision center, the bonded warehouse, border trade market, amusement facilities, schools, writing building and tenements. The industry economy developed quickly , there has 73 registered enterprises, and 37 foreign-funded enterprises. It has come into being the structures rely mainly on metallurgical, textile and dress, wood processing, ore-products processing and agriculture by-products processing. The industry output is over 1.3 billion yuan, is 71% of the whole city, GDP groups by 40.5% every year.

Ecectricity resources and demand

Hunchun is belong to the northeast electricity net ,the south China is short of electricity, but in north China ,there are many power plants and sell electricity to other provinces. In Hunchun city ,there has a 860 thousand KW power plant, so Hunchun is not short of electricity, but the price of electricity is higher than Russia. In order to bring down the cost of enterprise, and improve the competing advantage of Hunchun, so we asked to buy Russia electricity, the main purpose is obtaining the low price electricity of Russia.

By the development of HBECZ, we demand abundant electricity resources. By the end of last year, HBECZ demands 50 million KWH electricity. At the end of 2005 ,it will demand 100 million KWH electricity, 300 million KWH in 2006,500 million KWH in 2007, 1 billion KWH in 2008 and 2 billion KWH in 2010,so we can consume the electricity from Russia.
